01Why invest in Pernik?

Pernik offers capital-region access without requiring a Sofia cost base: a manufacturing workforce, dense road and rail infrastructure, sites ranging from a new industrial park to existing industrial buildings, and south-and-west logistics through Struma and the Western Balkans. The case is strongest for operations that value both Sofia-region reach and Pernik's distinct labour, property and supplier base.

02Is there specific municipal support for investment projects?

Yes—for eligible projects. Pernik's Ordinance No. 14 provides a local Class В certification route, one-third shorter municipal administrative deadlines and free individual coordination (statutory fees still apply). Subject to eligibility, independent valuations and a Municipal Council decision, it can also allow acquisition or paid limited rights over private municipal property without an auction. This is not an automatic grant or tax holiday; Decisions 796/2025 and 942/2026 show the route in use.

03What national investment support may apply?

Projects certified under Bulgaria's Investment Promotion Act may access project-specific measures and InvestBulgaria Agency coordination. Depending on the certificate class, activity, location, jobs and state-aid rules, these can include faster or individual administrative service, certain property procedures and support schemes for infrastructure, training or employer social-security costs. Check the Agency's current Investor page and certification documents; EU funding calls are separate competitive procedures, not an automatic investor benefit.

04What is the living and working environment like?

Pernik's integrated development plan records local consultation describing a calm, compact city where daily needs are often walkable, parking is easier and housing costs are lower than in Sofia; the same plan identifies the preserved natural setting, accessibility and capital proximity as competitive advantages. For a harder safety benchmark, the 2024 Regional Profile places recorded personal/property crime and detection close to national averages—supporting a practical message of a quieter daily scale with Sofia within reach.
